President discussed prospects of joint projects' funding with President of the European Investment Bank

The President has held a meeting with President of the European Investment Bank, Chairman of the Board of Directors of the EIB Werner Hoyer. The parties have discussed the fulfillment of joint projects implemented in Ukraine with the assistance of the EIB.

The President offered to discuss the possibility of providing financial and humanitarian support to Donetsk and Luhansk regions affected from the actions of militants. "Receiving such support by the end of the year is crucially essential for Ukraine. It is not only the issue of money or investments, it is the instrument of country's reintegration," Petro Poroshenko said. The Head of State invited the President of the European Investment Bank to take part in the donor conference for Ukraine, the holding of which is planned for the first quarter of 2015.

The President also welcomed today's signature of the Agreement on the funding of the modernization and reconstruction of the gas pipeline Urengoy–Pomary–Uzhgorod that provides for the allocation of EUR 150 million by the EIB for the project totaling EUR 300 million. "This decision demonstrates the high level of responsibility of the European Investment Bank. This is what Ukrainians need now,” Petro Poroshenko noted. He also said the given project would facilitate energy diversification and security of both Ukraine and Europe.

The President of Ukraine expressed substantial interest in broadening cooperation in various spheres, particularly the involvement of the EIB in the development of state and public sectors. Petro Poroshenko hopes the new coalition Government would be immediately formed and start working to create favorable investment climate and demonstrate real success in the fight against corruption.

In his turn, President of the EIB Werner Hoyer also expressed hope that the new Government in Ukraine would start working without a delay in order to sign a series of projects before the New Year.

President Poroshenko informed on his initiative to carry out constitutional amendments aimed at power decentralization in Ukraine and broadening of financial opportunities of the local councils. It will also allow attracting the investments at the municipal level, funding the energy saving technologies, raising the efficiency of the use of water resources, improving the payment mechanisms and ensuring the efficient struggle against corruption.

Werner Hoyer assured of the readiness to cooperate in the issue of decentralization. In this regard, he noted the importance of state guarantees for such projects. Particularly, the President of the EIB urged the Ukrainian President to facilitate the completion of the project on the subway in Dnipropetrovsk.

22 investment projects for the development of Ukraine's infrastructure, energy sphere, energy saving technologies etc. are now funded by the European Investment Bank. The total sum of loans for them is about EUR 3.75 billion.
